Keep a small quantity of opium and that Section VIII of Ordinance 2 of 1858
was too
sweeping.
It
was admitted
however that it would be
dangerous
to make any change having regard to the powers of combination of the chinese, and that the law which had
Known
existed since 1858 had not lead to any
grievance, the Magistrates having the power under Section XV of 2
of 1858 of fining for frivolous
vexations charges.
Section X is a nece
of
necessary change for
the distribution of penalties and accords
more with the law obtaining
at the
Straits (see Section 84 of Straits Excise
Ordinance) .
I am
of opinion that the
amendments provided by this Ordinance
are
-proper and necessary may be properly
and that it
submitted.
for Her
Majesty's Gracious Confirmation.
(signed) I. Russell, Aeting Attorney General.
HongKong,
